Nester ?
I know this is a "veronica prostrata' .. but I'm not absolutely sure it is "Nestor" .. searching it down has given me a headache .. it is a very pretty low matting veronica with such light blue flowers it is hard to see that the colour is actually blue. The pictures don't do it justice .. none the less .. Nestor ? is here !

Hi - I thought this was the one you said was "Heavenly Blue" - it is on my wish list but I haven't seen it yet. But now will look for "Nestor".

Rose .. I thought it was too .. until I started more hunting yesterday .. it is hard to nail on the net .. but it seemed to me to look like Nestor to me now .. there was no specific name to it if I remember the tag from years ago .. the blue intesifies as it ages a bit .. right now it is so light you can't really see it is blue.
